The Governor’s Office of Business and Economic Development (GO-Biz) has released a draft update to the Hydrogen Station Permitting Guidebook and is accepting public feedback through April 1.
If your work touches station development, permitting, or local jurisdiction engagement, this is a direct opportunity to shape a document that influences how hydrogen infrastructure gets built in California.
The Permitting Guidebook is one of the most practical tools in California's hydrogen infrastructure toolkit. It walks developers and local agencies through the station development process step by step, from site selection to code compliance, utility connections, and air quality permits. The 2020 edition reflected a market with 46 open retail stations and fewer than 9,000 vehicles on the road.
A lot has changed since then, and the updated draft should reflect where the market actually is now. H2FCP members are exactly the people GO-Biz needs to hear from. You know where the permitting process creates delays, where guidance is missing or outdated, and what local agencies still struggle to understand. That knowledge doesn't automatically make it into policy documents without someone submitting it.
