Leadership

H2FCP staff and members work together daily to solve deployment challenges, streamline vehicle and station rollouts, and build the sustainable marketplace we all need to succeed. 

Our expert staff (most with over a decade of experience at the organization) actively represent your interests in codes and standards committees, policy discussions, regulatory proceedings, and industry conferences. We amplify your voice in critical decisions and keep you ahead of emerging issues that could impact your business.

Justin WardCHAIR: Justin Ward is General Manager of Toyota’s Fuel Cell Development (FCD) department at the Toyota Motor North America, Inc. (TMNA) campus located in Gardena, California.  FCD is responsible for the development and proliferation of fuel cell technologies in North America. Examples of FCD responsibilities include developing control logic for the Toyota Mirai, creating hydrogen (H2)- related codes and standards for vehicles, stations, and facilities, testing and validating fuel cell vehicle (FCV) components, and providing development support for Toyota’s heavy-duty fuel cell system, known as Project Portal.  In addition to FCV and H2-related responsibilities, FCD also performs confirmation testing for conventional powertrains related to in-use vehicle emissions and on-board diagnostic (OBD) requirements.

Michael HobanVICE-CHAIR: Michael Hoban is the Asset Leader for Hydrogen & Ammonia for Chevron New Energies. In this role, he is responsible for accelerating Chevron’s lower carbon business prospects, including the development and commercialization of hydrogen transportation, power, industrial, and other difficult-to-abate sector opportunities.

Michael joined Chevron in 2022. He previously served as general manager for hydrogen at Iwatani where he was responsible for the hydrogen operations and infrastructure development in California. Prior to joining Iwatani, Michael held various engineering, operations, and project positions with Shell including a role supporting hydrogen transportation infrastructure for Shell New Energies.

Michael holds a Bachelor of Science in Engineering from the Colorado School of Mines, a Master of Science in Energy Systems and Policy from the University of Iceland, and a Master of Business Administration from the University of California at Berkeley Haas School of Business.

Bill ElrickEXECUTIVE DIRECTOR: Bill Elrick serves as Executive Director of the Hydrogen Fuel Cell Partnership, bringing over 25 years of experience in the alternative fuel transportation industry. Under his leadership, H2FCP members have developed new analysis tools and detailed roll-out plans that industry, state, and federal agencies reference in planning support for hydrogen stations. He works directly with industry stakeholders, including automakers, station developers, medium- and heavy-duty fuel cell vehicle developers, and the government, to facilitate collaborative actions that fulfill each organization’s needs. He serves as a member of the California Energy Commission’s Clean Transportation Advisory Committee. Bill has a master’s degree in urban and regional planning from Ball State University and an undergraduate degree from the University of Indiana.
