The Hydrogen Fuel Cell Partnership (H2FCP) recently submitted comments to the California Energy Commission (CEC) on strategic preservation of hydrogen-dedicated funding in the 2025–2026 Clean Transportation Program (CTP) Investment Plan.
Our core message?
When hydrogen solicitations cannot be fully awarded, the CEC could retain those hydrogen-allocated dollars within hydrogen programs rather than reallocate them. This matters because today's infrastructure challenges are temporary, but the need for hydrogen infrastructure is long-term and structural.
We emphasized that consistent state engagement through funding decisions builds investor confidence, stabilizes the light-duty retail market, and provides critical support to emerging medium- and heavy-duty fuel cell-electric truck markets.
We also submitted H2FCP's California Hydrogen Mobility Vision & Roadmap, which outlines clear deployment targets across four market development phases and lays a strategic roadmap for California's hydrogen transition.
