Washington State Opens $112 Million in Zero-Emission Vehicle Vouchers, Hydrogen Fuel Cell Technology Eligible

Washington state recently launched its Zero-emission Incentive Program (WaZIP), making $112 million in vouchers available for commercial vehicles and equipment. Hydrogen fuel cell technology is explicitly eligible. Vouchers are distributed on a first-come, first-served basis through pre-approved dealerships statewide.

If your fleet operations, dealer network, or customers touch Washington state, this is worth your immediate attention. Small businesses qualify for enhanced incentive levels, which opens access well beyond large fleet operators. The voucher structure keeps the transaction clean: no waiting for tax season, no complex reimbursement cycles.

GO DEEPER: WaZIP’s webinar covers program details, eligibility, and how to connect with participating dealerships.

“Washington's decision to explicitly include hydrogen fuel cell technology in WaZIP is exactly the kind of policy signal we've been working toward,” said Bill Elrick, Executive Director of the Hydrogen Fuel Cell Partnership. “When states start building hydrogen into their commercial vehicle incentive structures, the market gets the certainty it needs to move.”

WaZIP is another indicator that zero-emission commercial vehicle incentive programs are expanding beyond California. Washington's explicit inclusion of hydrogen fuel cell technology reflects growing state-level recognition that decarbonizing transportation requires a technology portfolio rather than a single bet.

For H2FCP members, the program architecture is worth studying. Vouchers channeled through pre-approved dealers, with enhanced incentives for smaller buyers, is the kind of design that turns policy intent into actual equipment purchases.

With momentum building in states across the country, there's never been a better time to join the Hydrogen Fuel Cell Partnership and help shape what comes next. Learn more about membership at h2fcp.org/join
