The Sustainable Transportation and Communities Division is recruiting for an Air Resources Engineer (ARE) with strong analytical skills and desire to contribute to California’s growing zero-emission vehicle infrastructure. The ARE will perform complex hydrogen infrastructure assessments for the Zero Emission Vehicle Infrastructure Section (section) and is responsible for developing and implementing policies to support the market for passenger zero-emission vehicles (ZEVs) in conventional and new mobility applications, including actions to support the Advanced Clean Cars II (ACC II) regulations and the Clean Miles Standard. The section is part of the Advanced Clean Cars Branch (ACCB) within the Sustainable Transportation and Communities Division (STCD). The mission of ACCB is to foster a sustainable market for zero and ultra-clean emission light-duty vehicle technologies through regulations and market-supporting policies. Projects within the section include technical, environmental, and economic assessments of electric charging and hydrogen station networks, as well as assessments of fuel cell technologies used on fuel cell electric vehicles. The section leads hydrogen station testing projects, network analysis in support of AB 8 in partnership with the California Energy Commission, and assessments of ZEV infrastructure investments including investments made by Electrify America. The section also leads the development and implementation of the EVSE Standards regulation to enhance access to charging. In addition, the section conducts unique assessments of infrastructure requirements for new mobility fleets such as ride-hailing and delivery services, automated vehicle applications, and equitable access to convenient and affordable ZEV charging and fueling access across California’s communities. Supporting the commercialization of ZEVs and the associated infrastructure includes engagement with the Governor's Office, other State agencies, national laboratories, technical committees, and public-private initiatives such as the Hydrogen Fuel Cell Partnership through information exchange, technical analysis, and public outreach.

The ARE will work as part of a hydrogen infrastructure team towards the goal of supporting light-duty fuel cell electric vehicle (FCEV) sales by reducing barriers related to hydrogen fueling infrastructure. The ARE’s core tasks will focus on analysis of California’s developing hydrogen fueling network.

Analyses performed by the ARE will help inform hydrogen infrastructure support programs at CARB and other agencies like the California Energy Commission. The ARE’s work will also be instrumental in tracking progress of FCEV sales and infrastructure deployment and identifying gaps that may be addressed by new programs, modification to existing programs, or collaboration with private and public stakeholders.

Geospatial analysis will be central to many of the projects that the ARE will work on. The ARE will evaluate the geographic distribution of coverage and capacity provided by the developing hydrogen fueling network and use these metrics to help determine how infrastructure growth supports current and future FCEV sales and where/how future network development may need to improve to enable sales targets and FCEV market growth. The ARE will evaluate the coverage and capacity metrics, along with others, for the general California population and specifically for communities that are disproportionately affected by pollution and socioeconomic stressors to ensure that hydrogen infrastructure as a barrier is addressed equitably in California. The ARE will also use location-based analysis to support evaluation of applications for incentive program funds like the Energy Commission’s Clean Transportation Program and CARB’s infrastructure crediting provisions under the Low Carbon Fuel Standard.

The ARE will also interact with public and private stakeholders in the hydrogen fueling and FCEV community. The ARE will support the Air Resources Supervisor and other CARB personnel participating in activities at the Hydrogen Fuel Cell Partnership and for California’s Hydrogen Hub efforts. The ARE will also be responsible for tracking public and private efforts to evaluate and improve hydrogen fueling station reliability.

Zero-emission infrastructure is a high priority for a variety of audiences and transparency in the public process is a priority at CARB. The ARE will be responsible for drafting reports and other forms of written and verbal communication related to hydrogen fueling infrastructure development and intended for a wide range of audiences.

The California Department of Human Resources (CalHR) has implemented the requirement that all state employees attest to their vaccination status. The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.
