Low Carbon Fuel Standard (LCFS) Tier 2 Pathways Release for Public Comment

The following pathways are being released for a 14-day public comment period:

Application No. B0858

B085801: Gaseous Hydrogen from electrolysis using electricity derived from Dairy Manure Biogas at Bar 20 Dairy in Kerman, CA for use as a transportation fuel in California.

Application No. B0849

B084901: North American sourced Pre-treated Animal Fat transported by truck and rail to Renewable Diesel plant in Blaine, Washington; Hydrogen, Steam and Grid Electricity; finished fuel transported to California by truck and ocean tanker

B084902: North American sourced Soybean Oil transported by truck and rail to Renewable Diesel plant in Blaine, Washington; Hydrogen, Steam and Grid Electricity; finished fuel transported to California by truck and ocean tanker

B084903: North American sourced Canola Oil transported by truck and rail to Renewable Diesel plant in Blaine, Washington; Hydrogen, Steam and Grid Electricity; finished fuel transported to California by truck and ocean tanker

B084904: North American sourced Distillers' Corn Oil transported by truck and rail to Renewable Diesel plant in Blaine, Washington; Hydrogen, Steam and Grid Electricity; finished fuel transported to California by truck and ocean tanker

B084905: North American sourced Used Cooking Oil transported by truck and rail to Renewable Diesel plant in Blaine, Washington; Hydrogen, Steam and Grid Electricity; finished fuel transported to California by truck and ocean tanker

The public comment period will end on June 2, 2026, at 5:00 p.m.

Background

The Low Carbon Fuel Standard, a regulation to reduce the carbon intensity of fuels sold in California 20 percent by 2030, is one of the measures adopted by the California Air Resources Board, pursuant to Health and Safety Code Sections 38500-38599 (AB 32) to reduce greenhouse gases in California. It is designed to help clean the air, protect the environment, and drive the development of clean, low-carbon fuels.
