CARB - Public Workshop on Drive Forward Heavy-Duty Vehicle Standards and Strategies

The California Air Resources Board (CARB) invites you to participate in a public workshop led by CARB program staff to discuss potential rulemakings and other strategies to reduce medium- and heavy-duty vehicle emissions in California. All interested parties should attend.

Background

California continues to face serious air quality challenges, with medium- and heavy-duty trucks contributing a significant share of harmful emissions. Despite progress in reducing pollution from various sectors, the state still contains five of the ten most polluted cities in the U.S., and two major air basins, South Coast and San Joaquin Valley, remain in “extreme nonattainment” for ozone. These conditions pose serious public health risks, especially for communities already burdened by higher rates of asthma, heart disease, and lung conditions. Climate change is compounding these issues by intensifying wildfires, heat events, and other environmental stressors that increase the formation of ozone and particulate matter. Recent federal actions have targeted three actions by U.S. EPA to grant California’s requests for waivers of federal preemption under the federal Clean Air Act. CARB disputes the validity of those actions and has initiated legal proceedings to resolve the matter. CARB will not be discussing or commenting on the pending litigation during this workshop.

Pursuant to state goals outlined in legislation such as AB 32, SB 32, SB 350, and AB 1279, as well as the Governor’s Executive Orders N-27-25, N-79-20, and the Sustainable Freight Action Plan, CARB is proceeding with evaluating manufacturer, fleet, and non-fleet focused strategies including combustion and potential zero-emission components for the medium- and heavy-duty sector. CARB is seeking input on these efforts and welcomes additional ideas to strengthen the program and ensure California meets its long-term air quality, climate, and public health goals.

Important Note on Language Interpretation

Due to budget constraints, we are updating our process for providing language interpretation services (e.g., Spanish, American Sign Language, etc.) at public meetings. In accordance with the Dymally-Alatorre Bilingual Services Act (Government Code 7290-7299.8), language interpretation will be provided when at least 5% of anticipated attendees request such services. Registered participants may request services on behalf of others in advance to ensure their needs are being met. You, or someone on your behalf, must request language interpretation services from us at least 14 calendar days before the meeting date.
