RFQ Description: First Public Hydrogen Authority (FPH2) is soliciting qualifications from firms (“Respondents”) with demonstrated expertise in the planning, design, integration, deployment, and maintenance of stationary power systems and microgrid solutions. This Request for Qualifications (RFQ) seeks to establish a pool of qualified partners that may be engaged for future projects under FPH2’s energy infrastructure initiatives.
To accommodate the ongoing nature of this Request for Qualifications (RFQ) No. 01-25, and to ensure timely review of all submittals, the following process must be followed for the submission of your Statement of Qualifications (SOQ):
- Mandatory Submission Method: All Statements of Qualifications (SOQs) must be submitted exclusively through the Q&A Module within FPH2's PlanetBids portal.
- Submission Format: Respondents must treat their entire SOQ, following the requirements in Section C, as an "attachment" to a Q&A inquiry.
- Initiate a new question in the Q&A module.
- The subject line of your "question" must clearly read: "SOQ Submission - [Your Firm's Name]"
- In the body of the "question," please state: "Please find the complete Statement of Qualifications for [Your Firm's Name] attached to this inquiry."
- Attach the final SOQ document (and any required appendices) to this submission as a single, compiled file whenever possible.
- Purpose of Method: This method ensures FPH2 can access and periodically review your SOQ as soon as it is submitted, facilitating the continuous qualification process described in this RFQ.
- Official Close Date: Please note that the system's official close date for this solicitation will be set for December 1, 2027, purely for administrative purposes within the platform. However, submissions are reviewed on a rolling basis, and firms are encouraged to submit their SOQ at any time prior to this date.
To participate in the solicitation process, your firm must register with PlanetBids at https://pbsystem.planetbids.com/portal/75445/portal-home. You must be a registered bidder for this solicitation to receive notifications of activities pertaining to the solicitation, such as addenda, awards, and cancellations.
Qualified firms will be added to FPH2’s roster of pre-approved partners eligible for future project solicitations. Inclusion on this list does not guarantee future contracting opportunities. FPH2 reserves the right to accept or reject any or all proposals, or any part thereof, and waive any informalities deemed in the best interest of FPH2.
All requests for information, clarifications, and exceptions/deviations must be submitted through the Q&A section of PlanetBids. FPH2 will review and respond to questions periodically by issuing a written addendum. Questions not submitted through the Q&A section will not be considered and may result in the Proposal being deemed non-responsive.
FPH2 reserves the right to withdraw or cancel this solicitation at any time without prior notice and FPH2 makes no representation that any award will be made to a Respondent responding to this solicitation.
