Reopening on December 1, 2026 at 9:00 a.m. PT
The California Air Resources Board (CARB or Board) is reopening the Clean Off-Road Equipment Voucher Incentive Project (CORE) on December 1, 2026. Starting at 9:00 a.m. CORE will begin accepting voucher request applications on a first-come first-serve basis. New voucher requests will be accepted for three months and close on March 1, 2027.
On June 25, 2026, the Board approved the FY 2026-27 Funding Plan which allocated $68 million from the Air Quality Improvement program (AQIP) to CORE. Rollover funds from unredeemed vouchers in previous cycles will be available at this cycle’s launch, bringing the total funding for zero-emission off-road equipment to $140 million dollars.
As explained in the July 2, 2026 public workgroup, all categories will receive an initial baseline funding amount on launch date as follows:
- Agriculture and Construction - $14 Million
- Mobile Power Units - $9 Million
- Forklift and Transportation Refrigeration Units - $5 Million
- Cargo Handling and Railcar/Locomotives - $3 Million
- Commercial Harbor Craft - $3 Million
- Airport Ground Support - $1 Million
Based on feedback from the public, industry, and project implementation experience, program staff will implement a new two-phased approach to provide equitable timing considerations for applicants to submit voucher requests. With this launch, staff will also assess real-time market demand using a marker for the first 30 days of the three-month application period. Oversubscribed equipment categories, at the 30-day period, would be evaluated to receive additional funding above the baseline funding in line with CORE’s guiding principles.
Interested applicants are encouraged to work with their CORE approved dealers once CORE opens on December 1.
This funding will help support zero-emission market momentum, meet ongoing fleet demand, support advanced technology development across the small and large business size spectrum, and scale heavy-duty commercial operations with zero-emission equipment.
Eligible tribal governments include all federally recognized tribes in California and all non-federally recognized tribes on the California Tribal Consultation List. Eligible state and local agencies include; cities, counties, public utilities, special districts, and similar public entities.
