RFP - Philadelphia Gas Works – Summary Addendum P3 Hydrogen Projects

1, Project Summary 

• PGW is soliciting proposals from experienced hydrogen producers, distributors, and energy project developers, 

to participate in a potential Public Private Partnership (P3) with PGW, for the scope provided below. 

• PGW is seeking experienced entities who can provide industry expertise, additional market access and 

opportunities, and capital funding to develop, own, and operate the proposed hydrogen facilities. 

• Subject to the selected partner and commercial terms, PGW is proposing to leverage its existing and available 

industrial real estate and energy assets, its role and awarded grant funding within the Mid-Atlantic Regional 

Hydrogen Hub (MACH2), and its hydrogen business opportunities explored to-date. 

• Organization of the partnership and specific commercial structure is open to negotiation and should be 

included as part of the Proposal. 

2. Program Scope 

• PGW is proposing the program scope summarized below, based upon its MACH2 program scope and 

discussions with potential hydrogen end-users to date. 

• PGW invites proposals to this RFP that: 

o Address PGW’s proposed scope and/or propose additional, adjacent, enhanced and/or alternative 

scopes (see RFP Section 2.4.8). 

o Address either the entirety of PGW’s proposed program scope or discrete projects within it. 

o Entail strategic partnerships, joint ventures, or individual proposals. 

Richmond Parcel: 

• Gaseous Hydrogen Production (Section 2.4.1): Proposed 7.5 tons per day (tpd) hydrogen production facility to 

supply vehicle refueling facility and possible low-pressure pipeline supply opportunities. 

• Vehicle Refilling Facility (Section 2.4.5): Proposed public gaseous hydrogen vehicle refilling station. 

Passyunk Parcel: 

• Gaseous Hydrogen Production (Section 2.4.2): Proposed 15 tpd hydrogen production facility to supply trailer 

loading facility, vehicle refueling facility, and possible low-pressure pipeline supply opportunities. 

• Trailer Loading Facility (Section 2.4.4): Proposed gaseous hydrogen trailer loading facility. 

• Vehicle Refilling Facility (Section 2.4.6): Proposed public gaseous hydrogen vehicle refilling station. 

Other City-owned property: 

• Additional Vehicle Refilling Facility (Section 2.4.6): Proposed gaseous public/private hydrogen vehicle refilling 

station.
