SCAQMD RFP for Hydrogen-Based Zero-Emission On-Road Mobile Source

South Coast Air Quality Management District (South Coast AQMD) requests proposals for the following purpose.

The purpose of this RFP is to solicit projects that advance the use of hydrogen through projects such as hydrogen production with offtake pathways, advanced on-site hydrogen production, technologies that reduce hydrogen losses by minimizing boil-off gas, improving storage functionality, hydrogen distribution, delivery and dispensing systems, expanding applications for fuel cell powertrains and equipment, and conduct studies that quantify associated air quality and community benefits. This RFP also focuses on incorporating enhanced hydrogen safety and workforce training to support a skilled workforce for hydrogen fueling stations, production, and powertrains. Lastly, this RFP is focused on: 1) supporting the advancement of technologies that may reduce the production cost of hydrogen using renewable resources; 2) developing and demonstrating new storage and dispensing processes; 3) developing new powertrains and/or investigating the benefits of retrofit fuel cell technologies; and 4) studying the measurements of hydrogen and corresponding atmospheric levels and air quality benefits. 

Priority will be given to projects that demonstrate scalability and commercialization pathways, committed end-use applications, cost-share, incorporate research and workforce development, and/or provide measurable or reasonably anticipated air quality benefits. As appropriate to the project type and stage of development, projects should include an assessment of potential diesel-related emission reductions (e.g., NOx and PM) or other factors that support the advancement and deployment of zero-emission technologies.
