Applicants may begin submitting applications starting at 12:00 p.m. PST on Tuesday, October 13, 2026. Applications will be evaluated on a first-come, first-served basis for applicants that meet all requirements of the program. If an applicant submits multiple applications within one hour, they will all be recorded as being received at the same time, using the earliest submission as the official timestamp. Applicants who previously drafted and saved an application in the system will need to return to the GMS and click the “Submit” button to formally submit their application for review.
