California's Clean Freight Corridor Efficiency Assessment: A Roadmap for Zero-Emission Freight Infrastructure

The California Transportation Commission's Senate Bill 671 Clean Freight Corridor Efficiency Assessment delivers a comprehensive strategy for transitioning medium- and heavy-duty trucks to zero-emission vehicles across California's most critical freight corridors. This report identifies six priority corridors that collectively represent over 50% of the state's truck vehicle miles traveled.

The report addresses critical challenges facing fleet operators, including station development timelines averaging 6-8 years, economic viability concerns, and complex stakeholder coordination needs. It recommends establishing a central delivery team, streamlining permitting processes through CEQA categorical exemptions, and creating fleet support programs, including zero-emission truck incentives and buy-back programs.

Freight companies, ports, utilities, regional transportation agencies, and equipment manufacturers will find actionable insights on project sponsorship opportunities, funding sources, grid infrastructure planning, and workforce development strategies.

The report offers a data-driven methodology for corridor selection, station spacing requirements, and utilization assumptions, which are essential for infrastructure planning and investment decisions that support California's 2045 carbon neutrality goals.
